Kigali: Five men arrested for vandalizing electricity infrastructure

Rwanda National Police has arrested five men suspected of vandalizing the country’s electricity infrastructure, a crime that caused power outages, theft, and security threats in certain areas of Kigali.

The suspects were apprehended thanks to a coordinated operation involving the Police, other security agencies, local authorities, and residents who provided timely information.

According to Police Spokesperson for the City of Kigali, CIP Emmanuel Gahonzire, four of the suspects—popularly known as Abahigi—were arrested on October 27, 2025 in Kamusengo Village, Ndatemwa Cell, Rurutunga Sector. They were reportedly carrying out illegal electrical installation activities.

On November 4, 2025, the fifth suspect—identified as the ringleader—was arrested in Rutare Sector, Gicumbi District, after attempting to flee once he learned that security forces were searching for him.

CIP Gahonzire stated that upon arrest, the suspects admitted to illegally cutting and rerouting electricity cables from utility poles to private homes for profit.

He revealed that the group was found with over 30 meters of stolen electrical cables and various tools used in the crime, including spanners, voltage testing equipment, helmets, and climbing belts.

He emphasized that vandalizing infrastructure does not only cause financial losses to the government but also delays development and poses serious security risks.

“Electricity brings development and safety. When criminals destroy these installations, they are hindering national progress and endangering public security. Those who steal electricity cables will continue to be arrested and prosecuted because they are enemies of development,” Gahonzire warned.

The Police urged the public to help protect national infrastructure and always report any suspicious activities aimed at damaging public assets.

Article 182 of Law No. 68/2018 stipulates that anyone who intentionally destroys or damages buildings or public infrastructure, such as electricity networks, can face a prison sentence of 3 to 5 years and a fine ranging from 3 million to 5 million Rwandan francs.
