The Minister of Infrastructure, Dr. Jimmy Gasore, has confirmed that the construction of the Kigali–Muhanga road will not be disrupted by the ongoing construction of the Kigali wastewater treatment plant at Giticyinyoni.
Dr. Gasore made the remarks while addressing the Chamber of Deputies on November 11, 2025, during a session focused on urban development policy and infrastructure planning. He emphasized that all major infrastructure projects in Rwanda are well-coordinated to prevent overlaps or conflicts.
“The Ministry of Infrastructure coordinates all projects related to electricity, water, and construction. Before implementation begins, we bring together all planned projects, map them out, and identify possible conflicts so that adjustments are made in advance,” he explained.
Speaking about the Kigali–Muhanga road, the minister revealed that the feasibility studies have been completed and the project is now in the design phase. “The project is finalized and currently at the stage of detailed design, including alignment and technical features. We expect construction to begin by the middle of next year,” Dr. Gasore said.
He further assured that there will be no interference between the projects. “There will be no overlapping projects where one construction disrupts another. Coordination ensures everything moves smoothly,” he added.
Regarding the wastewater treatment initiative, Dr. Gasore stated that the Kigali water treatment project, which started in 2023, is one of the country’s largest infrastructure investments, with an estimated cost of 90 billion Rwandan francs.
“The project aims to collect and treat all wastewater from Kigali, especially from areas such as Rubangura, channeling it to Nyabugogo and then to the Giticyinyoni treatment facility,” he said.
The Kigali wastewater treatment project and the Kigali–Muhanga road expansion are therefore being implemented in a harmonized manner to avoid any disruption.
According to the Ministry of Infrastructure, the construction of the Kigali–Muhanga road is expected to officially begin in mid-2026.
