Rwanda Football Association releases new rules for upcoming season

On 9 September 2025, the Rwanda Football Association (FERWAFA) announced new regulations for the 2025/2026 season through an official press release shared on its social media platforms.

The announcement comes just four days before the start of the league and is viewed as a significant step toward strengthening the development and governance of the Rwanda Premier League.

One of the most debated changes is the increase in the number of foreign players permitted on a matchday squad. Beginning this season, clubs will be allowed to field up to eight foreign players, an increase from last season’s limit of six. For years, several clubs had expressed concerns about the restrictions, arguing that they invest heavily in signing foreign players who end up on the bench due to the rules. This adjustment is seen as a solution, allowing clubs to maximize their investments and boost competitiveness.

Another key resolution concerns foreign player licensing fees. Effective from the upcoming recruitment window, each foreign player will require a license fee of 2,000,000 Rwandan francs. This measure is expected to bring more financial accountability and regulation into the transfer system.

FERWAFA also emphasized the importance of developing local talent. Starting with the 2026/2027 season, clubs will be required to include at least three U21 Rwandan players in every matchday squad. This rule is designed to ensure that young local footballers are consistently given opportunities at the highest level.

In addition, FERWAFA announced a move toward digitalization with e-ticketing for Premier League matches. The Rwanda Premier League (RPL) will be responsible for implementing e-ticketing, in collaboration with FERWAFA and other stakeholders, to agree on revenue-sharing mechanisms. This initiative is expected to improve efficiency, transparency, and fan access to matches.

Through these resolutions, FERWAFA reaffirmed its commitment to promoting professionalism, inclusivity, and sustainable growth within Rwandan football, aiming to balance the league’s competitive quality with the long-term development of local talent.
