Rwanda and Azerbaijan deepen cooperation in public services

Rwanda and Azerbaijan have signed new cooperation agreements aimed at enhancing public service delivery, drawing inspiration from Azerbaijan’s innovative “ASAN” model. The agreements were formalized during a recent visit by a high-level Azerbaijani delegation to Kigali.

On Thursday, Jean Guy. K Afrika, CEO of the Rwanda Development Board (RDB), along with other Rwandan leaders, represented Rwanda in these significant agreements.

The visit, hosted by RDB CEO Jean Guy. K Afrika on Saturday, centered on knowledge sharing and fostering collaboration in citizen-centered public services. The Azerbaijani delegation was led by H.E. Ulvi Mehdiyev, Chairman of the State Agency for Public Service and Social Innovations.

Following productive discussions, the RDB CEO signed a Memorandum of Understanding with the Azerbaijani Agency. This agreement formalizes their cooperation in adopting international best practices, specifically inspired by the Azerbaijan Service and Assessment Network (ASAN) model, known for its efficiency in public service. The meeting primarily focused on sharing skills and boosting collaboration in government services provided to citizens.

The collaborative relationship between Rwanda and Azerbaijan began in 2017. Currently, Azerbaijan maintains an ambassador to Rwanda, though the office is located in Addis Ababa. Similarly, Rwanda has an embassy in Azerbaijan, with its office based in Ankara, Turkey, led by Ambassador Kayonga.
