Rwanda’s newly appointed Prime Minister, Dr. Justin Nsengiyumva, has pledged to uphold transparency and prioritize the concerns of citizens as he begins his new role. He emphasized that the trust placed in him by the Head of State will not be taken lightly.
Dr. Nsengiyumva made these remarks today, shortly after taking the oath of office before President Paul Kagame. He becomes the seventh Prime Minister of Rwanda since 1994, marking a new chapter in the nation’s leadership.
Following the swearing-in ceremony, Dr. Nsengiyumva addressed the audience, expressing deep gratitude to the President of the Republic. “I would like to begin by sincerely thanking the President of the Republic for the trust he has placed in me,” he said. “Your Excellency, I fully understand the weight of the responsibilities entrusted to me and their significance in improving the well-being of our citizens and advancing our nation’s development.”
He continued, “I promise that the confidence you have placed in me will not be in vain. I will do everything within my power and beyond to fulfill my duties in a way that delivers visible results for our country and all its people.”
The new Prime Minister also paid tribute to the dedication of his predecessors, acknowledging their invaluable contributions to Rwanda’s progress. “I commend the commitment of those who came before me in this role, whose efforts have propelled Rwanda to the level of development we see today. As a proud Rwandan, I am ready and fully committed to contribute my share to this journey,” he affirmed.
Dr. Nsengiyumva reiterated his steadfast commitment to transparent leadership and inclusive governance. “I will uphold transparency, place citizens’ concerns at the heart of every decision, and collaborate with all institutions to ensure we meet our goals—leaving no Rwandan behind,” he stated, outlining a vision of equitable development.
Appointed on July 23, 2025, Dr. Nsengiyumva succeeds Dr. Edouard Ngirente, who served as Prime Minister for seven years and ten months, beginning in 2017.
Prior to his appointment, Dr. Nsengiyumva served as Deputy Governor of the National Bank of Rwanda, a position he assumed on February 25, 2025. He previously held senior roles in government, including Permanent Secretary in the Ministry of Education until 2008, and earlier in the Ministry of Trade and Industry.
Dr. Nsengiyumva holds a PhD from the University of Leicester and brings a wealth of experience in economics. His extensive career has spanned the formulation of economic policy and legal frameworks aimed at fostering sustainable growth and development.
Before returning to Rwanda, he served as a Senior Economic Advisor in the United Kingdom government, specifically at the Office of Rail and Road, where he worked from April 2016, providing crucial guidance on economic strategy within the transportation sector.
