Rwanda and Djibouti have signed nine agreements, five of which focus on deepening cooperation and strengthening bilateral relations. The agreements were signed on November 13, 2025, during the 2nd Joint Commission meeting between the Ministries of Foreign Affairs of both countries.
The accords were signed by Rwanda’s Minister of Foreign Affairs, Amb. Olivier Nduhungirehe, and Djibouti’s Minister of Foreign Affairs, Abdoulkader Houssein Omar. The agreements cover sectors including sports, health, and family development.
The Joint Commission meeting serves as a platform to review the implementation of existing agreements and to reinforce collaboration between the two nations. Rwanda and Djibouti maintain a strong partnership that, as of May last year, has been regularly discussed at the highest political levels.
Bilateral cooperation extends to agriculture, tourism, diplomatic training, air transport, investment, technology, and immigration management. Both countries have exchanged land for commercial and investment purposes: Djibouti granted Rwanda 20 hectares in 2013 and another 20 in 2017, while in March 2016, Rwanda allocated 10 hectares in the Masoro Industrial Zone to Djibouti.
In 2021, Djibouti, through its Djibouti Ports and Free Zones Authority (DPFZA), signed a cooperation agreement with the Prime Economic Zone (PEZ) company to develop the land granted by Rwanda, aiming to expand investment activities. According to DPFZA Director Omar Hadi Aboubaker, the land is expected to support the growth of business and investment between the two countries.
