Fortis Green launches $25 Million Masaka views eco estate, boosting Rwanda’s green housing vision

Fortis Green Housing officially commenced construction on the Masaka Views Eco Estate on Friday, October 24, 2025, marking a significant milestone in Rwanda’s evolving residential real estate market. The seven-hectare development, situated near the upcoming Kigali Medical City, aims to deliver more than 300 modern housing units focused on sustainability, affordability, and community-oriented living, according to Igihe.

Unlike conventional developments that prioritize quick sales, Fortis Green is adopting a build-to-rent model designed to nurture long-term community living. Of the total units, 302 will comprise one-, two-, and three-bedroom apartments spread across ground-plus-three buildings, which the developer will retain, own, and manage for rental purposes. Additionally, 51 single-family homes, including twin, duplex, and semi-detached units, and 33 townhouses will be available for direct purchase.

Managing Director Jonathan Shafer explained that the strategy reflects Rwanda’s housing market trends and the growing demand for rental properties.

“Our research found that nearly 95% of homes sold in Kigali are immediately rented out,” Shafer said. “Homeownership remains challenging due to financing barriers, so our goal is to provide long-term, stable, and professionally managed housing communities.”

Homes available for sale, three- and four-bedroom single-family houses priced between $120,000 and $135,000, are designed for middle-income buyers. Fortis Green is also exploring lease-to-own options in collaboration with local banks and investors to enhance accessibility. The entire three-phase development carries an estimated value of $25 million (Rwf 36 billion).

Sustainability is at the heart of the design

According to Igihe, Masaka Views has been conceived as an EDGE-certified eco-estate, integrating energy-efficient systems, water conservation measures, and low-carbon building practices. The project also features a living fence, fruit trees, public green areas, and a community garden, fostering both environmental stewardship and resident wellness.

Through the Fortis Green Wellness Initiative, residents will have access to programs that promote physical and mental well-being, such as fitness activities, gardening workshops, and community support services designed to encourage a balanced lifestyle.

Government welcomes sustainable investment

During the groundbreaking ceremony, attended by U.S. Ambassador to Rwanda Eric Kneedler, Rwanda Development Board (RDB) Chief Investment Officer Michelle Umurungi praised the project’s alignment with Rwanda’s urbanization and sustainability priorities.

“Housing remains a critical need for our population,” Umurungi said. “Kigali’s rapid growth presents both a challenge and an opportunity. We are pleased to see investors like Fortis Green Holdings responding with communities that are greener, smarter, and more resilient.”

The project’s financing blends U.S. investment capital with local banking partnerships, while the majority of construction materials will be sourced locally to strengthen Rwanda’s building industry.

Construction timeline and delivery

Phase 1 of the development will include 51 single-family homes, 33 townhouses, and 88 apartments, with the first units scheduled for handover in early 2026. Completion of this phase is expected within 13 months, followed by Phase 2, ensuring continuous construction until the full project is finalized in approximately two and a half years.

Meeting Kigali’s growing housing demand

As reported by Igihe, Kigali’s expanding urban population is driving a yearly demand of over 30,000 new housing units, underscoring the long-term potential for rental-focused developments. Early buyer interest has already been encouraging.

One prospective homeowner, Beatrice Hariri, said the estate’s eco-friendly design and flexible payment options were key in her decision:

“It’s a welcoming community that reflects Rwanda’s development priorities. The affordability and sustainability made it possible for me.”

With ground now broken at Masaka, Fortis Green Housing is already looking ahead to future eco-estates within and beyond Kigali, reaffirming its long-term commitment to Rwanda’s housing transformation.

“We’re here to build communities that enhance lives,” Shafer said. “Kigali’s growth story is just beginningand we plan to be part of it for the long run.”
