President Emmerson Mnangagwa has signed the Constitutional Amendment number 3 Bill into law, ushering in significant changes to the country’s governance framework following its passage through Parliament on June 18.

With the President’s assent, the amendments take immediate effect as part of Zimbabwe’s Constitution.

Under the new provisions, the President will now be elected by Parliament and not by direct public vote while the presidential and parliament terms increase from five to seven years.

Parfait Ishungure was appointed as the Permanent Secretary in the Ministry of Youth and Arts by President Paul Kagame on Wednesday, July 15.

An expert in public policy analysis and international relations, Ishungure replaces Brave Olivier Ngabo, who moved to the Ministry of Sports to serve in a similar position. Ishungure joins the ministry led by Minister Jean Nepo Abdallah Utumatwishima and Minister of State Sandrine Umutoni.

Around 200 members of Rwanda Patriotic Front (RPF-Inkotanyi) from across the United Kingdom gathered in Brighton on July 18 to reflect on Rwanda’s progress over the past 32 years and the role of Rwandans abroad in supporting the country’s development.

The event brought together different generations of Rwandans, including pioneers of the RPF community in the UK and younger members raised in Britain.

Participants reflected on the country’s liberation journey and its transformation under the RPF. They also explored how the diaspora can continue contributing to nation-building.

The programme featured a presentation on Rwanda’s current opportunities and challenges, with participants reflecting on how Rwandans living abroad can contribute through their knowledge, skills and experience.

Rwanda’s diplomatic engagements in 2026 have focused on rebuilding strategic partnerships, strengthening regional economic integration and advancing what the government describes as an interest-driven foreign policy, according to foreign minister Olivier Nduhungirehe.

Speaking on The New Times’ The Context podcast, Nduhungirehe said Rwanda’s recent engagements with countries including South Africa, Tanzania and Botswana were aimed at creating practical benefits for Rwandans through trade, investment, mobility and regional stability.

“The first half of this year, 2026, was indeed very busy with intensive diplomatic engagement at all levels,” Nduhungirehe said.

“Rwanda has continued its pragmatic foreign policy, which is interest-driven and advancing our national development priorities, but while also at the same time contributing to peace, integration, and economic growth.”

He said Rwanda’s foreign policy under President Paul Kagame is focused on delivering tangible outcomes rather than diplomacy for its own sake.

“It’s not just diplomacy for its own sake. It’s diplomacy that creates opportunities, that creates economic growth for Rwandan people,” he said.
