Ngoma tops rankings in Rwandans’ cohesion; Ruhango ranks lowest

Ngoma District has emerged as the leading district in Rwanda in terms of social cohesion, while Ruhango District ranked last, according to a study released by the Ministry of National Unity and Civic Engagement (MINUBUMWE) for the year 2025.

The findings, made public on November 9, 2025, indicate that overall cohesion in Rwanda averages 90.8% this year. Out of the 30 districts, 16 districts scored above 90%.

The top five districts are:

  • Ngoma: 93.9%
  • Muhanga: 93.6%
  • Rwamagana: 93.4%
  • Kayonza: 92.9%
  • Huye: 92.7%

Other notable districts include Bugesera (92.5%), Kamonyi (92.4%), Gakenke (92.3%), Rubavu (92.1%), Kicukiro (91.9%), and Gasabo (91.8%).

Several districts scored slightly above 90%, including Musanze (91.7%), Ngororero (91.4%), Nyanza (91.1%), Nyaruguru (90.9%), and Nyagatare and Kirehe (90.8%). Karongi and Rutsiro had 90.7%.

Districts below 90% included Gatsibo (89.7%), Rusizi (89.6%), Nyarugenge (89.5%), Gisagara (89.4%), Gicumbi and Nyamagabe (89.2%), Burera (89.1%), Rulindo (88.8%), Nyabihu (87.9%), Nyamasheke (87%), and finally Ruhango (86.4%).

While the cohesion index averages 90.8%, Rwanda’s overall national unity score reached 95.3% in 2025.
