In a significant step towards enhancing governance and service delivery, Rwandan civil servants have commenced a six-month training program focused on utilizing data in decision-making. This initiative follows the approval of the National Data Sharing Policy by the Rwandan Cabinet on May 26, 2025.
The newly approved policy establishes a comprehensive framework for the secure and governed sharing of data among government entities. Its primary objective is to foster improved decision-making, enhance inter-agency collaboration, and ultimately streamline public service delivery across the nation.
To facilitate the effective implementation of this crucial policy, the National Institute of Statistics of Rwanda (NISR), in collaboration with the Ministry of ICT and Innovation, the African Institute for Mathematical Sciences (AIMS Rwanda), and CENFRI, has organized this extensive training program.
The curriculum is designed to equip participants with the skills to leverage and apply relevant data within their respective fields, as well as to master advanced data tools for providing more efficient services.

Participants have expressed optimism about the program’s impact. “These are not just trainings where the participants learn about theory only,” stated Ivan Murenzi, Director General at NISR. “The participants will be trained to provide solutions for the problems we have.”
Iradukunda Yves, Permanent Secretary for the Ministry of ICT, emphasized the strategic importance of the training. “The employees in charge of data-related tasks in different government institutions will be equipped with skills that will help them increase the effectiveness of government projects by the use of data in decision-making,” he affirmed.
This initial cohort brings together professionals from various government institutions and ministries, with plans already in place for subsequent training cohorts to further expand data literacy across the public sector.
